IV69871: Date comparisons with relative date fields is inaccurate

If a field is defined to be a Relative Date, then all comparisons should honor this so that, when a query is written which performs a comparison between a relative date value and either a date from the date picker or one of our date related functions, it performs the comparison based on the time element being identical. Doing the comparison in this way will prevent records from inadvertently being ignored when the SQL for the report is run. The Date field is stored without a date component (set to 00:00 GMT) but it was being compared to a date value that is set to 0:00 PST – 8 hours off.
