Having an issue with records stuck with no actions available


I recently completed implementation of TRIRIGA for my organization, but have run into a few issues. The biggest right now is records stuck in a status with no actions available. I know that there is a way to push an item through via workflow, but I can’t find any documentation outlining the process. Can anyone help point me in the right direction?
