Why are SFP values inconsistent between planning and forecast?

The planning data shows one quantity for an occupancy measure type. We expected the forecast survey lines that were generated to show lines that summed up to this total for the organization and space class in question. But this is not the case. How can the workflow be updated to calculate the proper forecast line items?
